Youths Scramble For Fuel As Tanker Falls At Lagos-Ibadan Expressway

Youths numbering over 50 are selling premium motor spirit (PMS) in buckets along the Lagos-Ibadan expressway where a fuel-laden tanker fell this morning.

A 20 litre bucket was being sold from N1800 upwards, depending on the buyer’s bargaining power. A queue was building up as drivers call on the youths to dispense fuel to their waiting vehicles. As youths struggle to fetch fuel from the fallen tanker, policemen and officials of the Federal Road Safety Corps (FRSC) watch.

A Fire Service truck belonging to the Ogun State government was also on standby to ensure any fire outbreak is controlled.

Similar incidents in the past have ended up in infernos, but Nigerians always take their chances and that was the youths did.

Nigeria struggles with fuel scarcity as its new president Muhammadu Buhari is sworn in. Nigerians will be looking up to him to address all the problems the country faces and for many of them, they want to see the change he promised as from today.

One of the youths selling the fuel fetched from the tanker attributed the ‘easy money’ he was getting to Buhari. He said in Hausa, “Buhari has entered, change has started”.

Four Innovative Solutions To Nigeria’s Energy Needs

As at Monday, Nigeria, Africa’s largest economy, was on the verge of a shutdown. The lingering fuel scarcity had managed to cripple almost all sectors of the economy. However, the heroics of Capital Oil boss, Ifeanyi Ubah, and the truce brokered between the oil marketers and the government by its Senate, ensured Nigeria remains open for business.

The fuel scarcity over the last few months has reopened the discussion on the merits and demerits of a complete removal of fuel subsidy. More Nigerians have come to agree that the way the country’s oil and gas sector is being run needs to change. One important thing would be to deregulate the downstream sector. This, though, isn’t sufficient. The country needs to be more committed to developing its renewable energy potentials, which apart from being a suitable alternative, furthers the country’s commitment to meeting climate change targets.

Nigeria has several alternatives to fossil fuel, given its rich endowment with natural resources. If effectively exploited, the country may be on a path to the energy sufficiency it urgently needs to ensure sustainable and inclusive economic growth.

Fuel Ethanol

Nigeria is a signatory to the Kyoto Protocol, a legally binding agreement under which industrialized countries will reduce their collective emissions of greenhouse gases by 5 percent from the 1990 levels by 2008-2012. The deadline has been extended to 2020, with the target upped to 18 percent of carbon cuts. To achieve this, every country must blend a certain percentage of biofuels with gasoline to reduce carbon emission. Dr. Babatunde Obada, Group Managing Director and Chief Executive Officer of Global Biofuels Limited, which is Nigeria’s first Biofuel Refinery, says Nigeria can achieve this. “…it is possible to make an E-5, E-10 or even E-20 blend without modifying any component of the cars presently plying our roads.

“An E-10 blend will remove approximately 900 metric tonnes of carbon from our environment. Again, E-10 blend translate to 10 percent less gasoline importation plus 10 percent less subsidy payment, all of which leaves more Naira in the purse of government,” he said in an interview earlier this month.

This can also foster economic growth. If Nigeria focuses on producing fuel ethanol, more refineries will need to be built, translating to more jobs and a more competitive market. The use of Ethanol fuel in the U.S. has increased dramatically to about 13.2 billion in 2013, from about 1.7 billion gallons in 2001. The country gets 354 gallons of ethanol per acre of corn, the crop it produces better than any other country. But Nigeria has more potentials. Apart from being a producer of corn, sorghum and wheat–also sources of ethanol–the country is the world’s largest producer of cassava. If it decides to fully exploit its fuel ethanol potentials, Nigeria can produce 410 gallons of the alcohol from an acre of cassava.

Biomass

Biomass surpassed oil to become Sweden’s number one source for energy generation in 2009, accounting for 32 percent of total energy consumption. The total energy consumption from biomass grew to 115 TWh between 2000 and 2009, from 88 terrawatt hours (TWh). The usage of oil-based products declined to 112 TWh, from 142 TWh, during the same period. Sweden is now on its way to eradicating importation of fossil fuel for its transportation sector by 2030. Rather it will supplement the gap by generating energy from motley assortment of ingredients like stale bread, potato peels, used cooking oil, and cow intestines. It is already putting 99 percent of its waste to use, and imported 800,000 tons of waste in 2014.

Although Nigeria generates 3.2 million tonnes, only Lagos, its commercial hub has made good use of its waste. “We have succeeded in producing electricity from waste at the Ikosi Fruit Market. It is already generating electricity and we are going to scale that up in all markets in Lagos,” Ola Oresanya, Managing Director, Lagos Waste Management Authority said. The biomass potentials of Nigeria are undeniably huge. Lagos’ success on its small scale pilot is a sign more success can be achieved in the space.

Solar energy

Africa has the highest concentration of sunlight. The continent has the best potential for solar energy developments, according to the DLR, Germany’s national aeronautics and space research centre. The agency cites the continent’s DNI as proof of this in its report for SolarPaces 2009.

However, despite its solar energy potentials, 80 percent of Africa’s electricity is generated from fossil fuels. Nigeria, the continent’s largest economy has attracted several solar energy developers, including Gigawatt Global, which is building a 100MW PV station in the north. Motir Seaspire, a US investment consortium has also signed an MoU with the Nigerian government to deliver up to 1,200MW of solar-powered electricity in the country by 2017. With the terrestrial radiation on Nigeria’s land area 2.079 x 1015 kWh/year, solar energy can be the answer to Nigeria’s energy needs.

Geothermal Energy

While other renewable energy sources like solar and biomass have been explored, Nigeria is yet to utilize the heat emitted from its earth.

The success of Kenya’s geothermal power generation shows what Nigeria can achieve if the country invests in digging geothermal wells. The East African nation boosted its power generation capacity by 17.5 percent after exploring geothermal resources.

Now that abundant sources of geothermal energy have been found along the Benue trough in Nasarawa, Benue, and Plateau States, as well as the Borno Basin, a successful pilot programme will encourage private investment and boost the country’s poor power generation capacity.

Nigerians Have To Be Patient With Buhari – NACOMYO

The National Council of Muslim Youth Organizations (NACOMYO) has commended Nigerians over the perseverance and understanding showed during the hardship caused by the fuel scarcity in the country.

Speaking through its National President, Kamal’ddin Akintunde the group noted that such perseverance symbolizes patriotism. He therefore urged them to asking them to sustain such endurance when president-elect Muhammadu Buhari.

NACOMYO noted that such sacrifice would be needed to ensure Buhari’s success.

The organisation also commended PENGASSAN and the Independent Oil Marketers for reaching an agreement with the government to end the strike. It also commended Capital Oil for its initiative, placing national interest above company’s consideration.

It renewed the call for the new political-office holders to deliver on their electioneering promises.

NACOMYO also praised the outgoing government of Goodluck Jonathan for its people-inclined policies, programmes and projects including the revived ailing railway and other public transportation.

Pres. Jonathan Promotes 72 Senior Police Officers At Last Minute

The Police Service Commission (PSC), Ikechukwu Anisaid the decision was made at a plenary.

Hours to the end of his tenure, President Goodluck Jonathan administration has approved the promotion of 72 senior police officers from the rank of deputy commissioners of police.

The press and public relations head of the Police Service Commission (PSC), Ikechukwu Ani, disclosed this in a statement on Thursday, May 28.

He said the decision was made at a plenary, which had in attendance, the chairman of the commission and former inspector general of police, Sir Mike Okiro.

Ani said, “the Police Service Commission has approved the promotion of 72 senior police officers. The promotion was part of the decisions of the commission at its 12th Plenary Meeting held in Abuja on Wednesday, May 26, 2015 and presided by its chairman, Sir Dr. Mike Okiro, a retired Inspector General of Police.

“The commission approved the promotion of 14 Deputy Commissioners of Police to the next rank of Commissioners of Police after they appeared before the commission’s Plenary and were interviewed.

“20 ACPs were promoted to the rank of DCP while two CSPs were promoted to the rank of ACP. Another three CSPs were appointed acting ACP, one SP promoted to CSP, 30 DSPs to SP, one ASP to the next rank of DSP. One Inspector was appointed acting ASP.”

All the promotions are expected to be effective immediately

David Mark Urges Nigerians To Unite, Preserve Democracy

Senate President, David Mark, has urged Nigerians to persevere more for the continued sustenance of democratic government in the country.

He said “all hands must be on deck where everyone plays his or her role to ensure that our democracy endures”.

Disclosing this yesterday in a goodwill message to Nigerians marking this year’s democracy day, Mark said “All Nigerians deserves commendation. We have done well so far. We must strive more to make democracy a way of life.

“As an active participant in our democratic journey since 1999, I can say without any fear of contradiction that our democracy has endured.

“The successes recorded so far especially with the last general elections clearly shows the unwavering commitment of Nigerians to its fruition”.

He noted the challenges of the democratic experiment and expressed optimism that all the initial hiccups would be confined to history soon.

Senator Mark pointed out that the occasional disagreements between the Executive arm of government and the Legislature warranting the Judiciary’s interventions have been part of the learning curves for effective checks and balances between and among the three arms of governments.

Senator Mark, in the message issued in Abuja by his Chief Press Secretary, Paul Mumeh, expressed believe that despite its imperfections, democracy remained the best form of government that is not just representative but participatory.

He, therefore, enjoined Nigerians and the international community to support the new administration of Muhammadu Buhari, just as he implored them to build on the foundations of previous governments and make progress.

He reminded them to do the needful for citizens anchoring their actions on adherence to rule of law, respect for human rights, freedom of expression, equity and justice.

The president of the Senate said he anticipates an egalitarian society under the new government where all citizens would be safe and protected to live and carry out his or her legitimate duty without fear of molestation or harassment in any part of Nigeria.

He promised that the National Assembly will continue to cooperate and indeed lay solid legislative frame work for the Executive arm of government to deliver dividends of democracy to the citizenry without compromising the independence of the parliament.

Inauguration: Lagos Cancels Restriction Of Movement For May Monthly Sanitation

The Lagos State Government has cancelled the restriction of movement during the May edition of the monthly sanitation scheduled, which is this Saturday.

The Commissioner for the Environment, Tunji Bello, said the decision was to allow for a smooth inauguration of the incoming Governor of the state, Akinwunmi Ambode, and the President-elect, Muhammadu Buhari.

The commissioner said, “The Lagos State Government has cancelled restriction of human and vehicular activities during the May monthly sanitation coming up this Saturday as the state prepares for the swearing-in/inauguration ceremony of the new governor.

“This cancellation is to allow for a hitch-free swearing-in and inauguration coming up both in Lagos and Abuja. The restriction of movement was lifted in order to allow full participation of our people during the state and national inauguration ceremonies.

“The restriction of movement was lifted to also allow easy transportation of fuel from the various tank farms from Lagos to other parts of the nation, as well as allow normalcy to return to our roads. The next edition of the cleaning exercise will come up in June”.

Mr. Bello said the government still expected Lagosians, who were not travelling for the inaugurations, to clean their homes, drainage channels and keep the environment clean.

He added that waste managers would be available to remove wastes generated during the cleaning exercise.

Bello said, “As we gradually approach the peak of the rainy seasons Lagosians should dispose their waste through accredited operators, and avoid dumping wastes in drains.

“The government is intensifying its mid-rain deflooding programme in order to reduce the incidence of flooding to the barest minimum in the state”
