Buhari’s anti-corruption war takes off

President Muham-madu Buhari’s anti-corruption crusade appears to have taken off in earnest barely a week after assuming office with a stern warning to ministers not to dabble into approving payments for contractors.
The government came boldly yesterday with a clear policy directive asking only the heads of Ministries, Departments and Agencies, MDAs not to abdicate their core functions to ministers who are political appointees but to do their jobs in strict compliance with the policy guidelines of the administration.

The Head of Service of Civil Service of the Federation, Mr Danladi Kifasi, made the new position of the government known at a media briefing in Abuja.
According to the Head of Service of the Federation, the government wants to keep the political class away from issues of finance so that development of our country can be sustained.
He said: “If a minister travels out and payment is due, we cannot afford to wait for the ministers to come back before we pay.”
Findings by Saturday Vanguard revealed that the HoSF was compelled to make the clarifications following a clash between permanent secretaries of major Federal Government ministries and former ministers in the Jonathan government over the payment of contractors.
Saturday Vanguard learnt that most permanent secretaries and directors of accounts in the ministries and MDAs fell out with many of the immediate past ministers following their refusal to pay contractors favoured by them for jobs approved and awarded through the backdoor by the ministers in their last effort to make quick money out of the system.
The clash between a former minister and a serving permanent secretary is said to have degenerated into a near major scandal in one of the major Federal Government ministries in Abuja which deals with land and development of infrastructure.
The minister was reported to have hurriedly approved the award of many contracts for companies said to be close to him and later ordered the permanent secretary to pay the affected contractors, an order, which the civil servant bluntly turned down, thereby entering into the bad books of the former minister.
To reverse the trend as the Buhari government takes off, the HoSF, warned that henceforth, no permanent secretary should allow themselves to be misdirected by any minister in the award and payment for contracts.
Kifasi who cleared what he described as a misconception of political appointees to approve payment for contracts, made it clear that approval of payments for contracts are strictly the jurisdiction of accounting officers or directors of the various ministries.
The Head of Service, who was apparently in support of the refusal of permanent secretaries to pay contractors approved for payment by out-gone ministers, explained that both the Procurement Act and extant government circulars clearly define the roles of the civil servants relating to contract awards and payment.
Kifasi said, “The President has said that his administration will concentrate on policy issues and so we civil servants are re-directing our efforts and minds towards achieving or aligning with the president’s directive.
“Payments are normally approved by the accounting officers. In a parastatal, it is either the managing director or the director-general. In the ministry it is the permanent secretary and not the minster.
“In the procurement process, ministers do not approve either. It is the Ministerial Tenders Board that sits to consider and approve contracts within their approval threshold.

Beyond finance, the HoSF warned civil servants that the warning by President Buhari for them to change their attitude to work should be taken seriously as lateness to work and other acts inimical to the service would not be tolerated any longer.

“Consequently, permanent secretaries, Directors, Chief executives of parastatals and agencies are to take appropriate steps to address this situation. All public servants are to note that measures as enshrined in the Public Service Rules will be enforced on erring officers,” Kifasi warned.

you get the dark spots. There may be many causes for dark
spots on your skin. Hormonal imbalance is one of them.
Sometimes, dark spots are due to some blood vessel
deformities under the skin where these dark spots appear
on your skin. However, excessive sun exposure seems to be
the biggest reason behind dark spots on skin. Dark spots
can also be caused by use of low grade cosmetic products.

While there are many skin cosmetics such as hydroquinone
cream, tretinoin cream and azelaic acid cream as well as
various skin treatments like chemical peels and intense
pulsed light therapy, fancy huh? Never mind we are going to
talk about all natural ways to get rid of these dark spots on
your skin.

Lemon Juice

Lemon juice has bleaching properties that can help get rid of
dark spots because of its acidic content. It will help maintain
soft, clear and beautiful skin. You can apply fresh lemon
juice directly on the affected area. Leave it on for 30 minutes
before rinsing it off with cold water. You should repeat this
twice daily for about two months to notice positive results. If
you have sensitive skin, dilute the lemon juice with water.

Vinegar
You can also use vinegar to get rid of your dark spots. It will
help dry out and fade the dark spots quickly. Mix an equal
amount of vinegar and water and rub on areas with dark
spots. You should do that till the dark spots fade away. You
can also mix it with honey and rub on the affected areas.

Aloe Vera
Aloe vera is very good for the skin because of its regenerative properties. Extract the gel from the leaves and
rub on the affected areas, you should get a positive result in
few days.

Potatoes
Unbelievable right! but they are very effective. Potatoes are
rich in vitamins and minerals, essential fatty acids and a
variety of phytochemicals such as carotenoids and
polyphenols. The Vitamin-C, B-complex and minerals such
as potassium, magnesium, calcium, phosphorus and zinc,
potatoes are able to stimulate collagen and elastin synthesis. This gives you an evenly toned complexion. In
fact, potato juice is one of the best remedies for dark spots
due to its skin lightening properties.

Many natural enzymes,
sugars and starches of potatoes along with its vitamin C,
exfoliate your skin to slough off the dead cells and thus
diminishing the dark spots.

Other Effective Ways Include The Use Of;
Onion juice
Pawpaw or papaya mash
Watermelon rind
Buttermilk

U.S. To Join Nigeria In The Fight Against Boko Haram

The United States (U.S.) is set to join forces with the Muhammadu Buhari administration in the battle against Boko Haram.

The Obama administration will send a team to Nigeria in the next few weeks to discuss with the government ways to renew cooperation in the fight against the sect, a senior U.S. diplomat said yesterday.

In N’Djamena, the capital of Chad yesterday, President Buhari and his host President Idris Derby pledged to pursue the sect members “everywhere”.

They spoke after a bilateral meeting on the activities of the sect, which has been operating across the borders.

U.S. Secretary of State John Kerry was at Buhari’s inauguration last week. This underscores U.S. interest in working with his government.

Tensions emerged between the former government of President Goodluck Jonathan and the Obama administration last year over corruption and human rights abuses by the military in its campaign to crush Boko Haram.

In his inauguration speech, Buhari vowed to defeat Boko Haram and called the group, which pledged allegiance to the Islamic State in Syria and Iraq in March, “mindless” and “godless”.

”With the new government, we are optimistic we can reset the relationship,” U.S. Assistant Secretary of State for Africa Linda Thomas-Greenfield told a congressional hearing. “We want to work with him and have expressed that to him.”

She said Buhari had committed both publicly and privately to “do everything possible to address the situation in terms of resources and staff” to tackle Boko Haram, which launched its insurgency in 2009.

U.S. officials have said the United States could send more advisers to Nigeria to train its military and help boost the economy, the largest in Africa, through more investment in its oil and gas sector.

Thomas-Greenfield said the United States was encouraged that Buhari’s first trips were to neighbors Niger and Chad, which are part of a multi-national force being set up to fight Boko Haram’s insurgency in the Lake Chad region.

Nigeria’s Major-General Tukur Buratai has been appointed to head the new force, which will be funded partly by the international community.

”He is someone we have worked with and someone we feel will be a positive force on the multinational task force,” she said, adding that Buhari was still studying options to fund a stepped- up effort to tackle Boko Haram.

A communiqué issued at the end of President Buhari’s one-day visit to Chad said both leaders agreed on the need to quickly make the Multi-National Joint Task Force (MNJTF) fully operational to effectively combat terrorism in Northeast Nigeria and “everywhere” that Boko Haram operates.

The two Presidents called on the international community to support the Lake Chad Basin Commission and neigbouring countries to combat terrorism and insurgency.

“Both Heads of State agreed that the war on Boko Haram should be supported by emergency development initiatives in areas affected by this insurgency group.

“This will help to overcome the harmful effects faced by local populations,” the communiqué said.

President Buhari paid tribute to the gallantry of Chadian soldiers who have engaged in operations against Boko Haram and condoled the families of their comrades who were killed in action.

While in the Chadian capital, President Buhari also met with Gen. Buratai, who has just been appointed Force Commander of the MNJTF whose headquarters will be in N’Djamena.

Yesterday’s visit was the second of the two-leg trip by Buhari to neigbouring countries to galvanise them for the final onslaught against Boko Haram. Buhari was in Niger Republic on Wednesday.

Buhari noted that the security of Nigeria and her neighbours were intrinsically linked, adding that it is very essential that they cooperate on security issues in a robust and sustained manner.

The President said when it becomes fully deployed and functional, the MNJTF, which comprises Nigeria, Chad, Niger and Cameroon, will secure and stabilise all the areas affected by the Boko Haram insurgency.

He reaffirmed his conviction that with greater cooperation among Nigeria and neighbouring countries, the Boko Haram insurgency will be brought to an end very soon.

Buhari thanked Chad for her invaluable support in the fight against insurgency and terrorism.

He said: “Your troops have stood shoulder to shoulder and fought gallantly with ours in the fight against the forces of evil.

“This is a remarkable show of good neighbourliness, which we must reinforce in the years ahead.”

The President said the harrowing images of displaced citizens of both countries, in search of safety and succour must spur their governments and others in the sub-region to do more “to restore their dignity and give them the relief they need”.

On the bilateral relations between Nigeria and Chad, Buhari noted that both countries were bound by “nature’’, adding that they must therefore work together to find lasting solutions to border management, migration and movement of goods and services.

The President also thanked President Deby for attending his inauguration ceremony on May 29 in Abuja, adding that he would return to Nigeria with the assurance that Nigeria and Chad are poised to intensify their cooperation.

President Deby praised Buhari for his “wise decision’’ to relocate the Nigerian Military Command centre from Abuja to Maiduguri.

The Chadian President said that the decision, which was announced in President Buhari’s inaugural address, was a right step towards restoring peace and security to states affected by terrorism, and the sub-region.

He assured President Buhari that Chad will continue to work with Nigeria to achieve lasting peace and security in the sub-region, given their historic, cultural and economic ties.

Governor Ikpeazu Drops ‘His Excellency’ Title, Bans Use Of Portrait On Billboards

Governor Okezie Ikpeazu of Abia State has formally directed that the titles ‘His Excellency’ and ‘Executive’ be dropped in all official and informal communication with him.

He would rather prefer to be addressed simply as Dr. Okezie Ikpeazu, Governor of Abia State.

In a statement signed by his Chief Press Secretary, Godwin Adindu on Friday, the governor stressed that all public communication should be concentrated on the work and policies of the state and not on his person.

Governor Ikpeazu, therefore, directed all contractors, political groups, individuals and party loyalists not to put his portrait on billboards, posters and signage but to only use the pictures of ongoing projects in their billboards and posters.

“The Governor has also directed the general public to remove all congratulatory posters and election billboards littering the environment as these public posters are defacing the environment of the state.

“He has further charged the people of the State to be partners with Government in ensuring a healthy and beautiful environment. He is also, by this directive, re-assuring the good people of Abia State of his mission of service to the people and therefore urged the citizenry to key into the new vision”, the statement concluded.

Nigerian Army Denounces Fake Online Recruitment

The Nigerian Army on Wednesday said its attention had been drawn to the activities of a syndicate extorting money from unsuspecting members of the public under the guise of enlisting them into the army.

This was disclosed in a statement issued by the Acting Director of army Public Relations, Sani Usman, a colonel, in Abuja.

Mr. Usman said the fraud was being carried out through a bogus website: Nigerian Army Direct Short Service Commission (DSSC) 2015/2016 online (http://ift.tt/1SXsyFN), claiming to be from the Nigerian Army.

He said the syndicate was believed to be headed by one Balogun P. Ehi with a mobile phone number of 08130967705.

Mr. Usman said, ”While efforts are ongoing to track and apprehend members of the syndicate, the general public should note that the Nigerian Army has not begun any form of commissioning or recruitment exercise into the service.

“Similarly, it does not charge potential candidates money for whatsoever reason.

“The public is, therefore, encouraged to report any person or group suspected to be defrauding members of the society, claiming to be agents of the army for commissioning or recruitment into the service”.

According to him, whenever there is need to recruit or commission officers, announcements are made through print media stipulating guidelines for such an exercise.

“Interested candidates are, therefore, advised to avoid being duped and wait until the army puts vacancy advertisement through newspaper publications or announcements in the media”, he said.

Mr. Usman advised the public to shun dubious offers of recruitment into the officer cadre, especially through the internet, and report such persons to the nearest army formation or police station.
